| (A) Background Information |
A study conducted by researchers contracted by ACT-Southern Africa shows that Tanzania is one of the countries in Africa that is performing well in the fight against corruption. It has put in place laws and policies geared towards fighting the scourge of corruption at all levels. However, the study noted that Tanzania needs to continue strengthening its interventions by being more responsive to the fast changing environment and new tricks of the corrupt. More specifically, the following recommendations are made:
- The institutional framework to combat corruption needs continuous improvement. Care should be taken to ensure a strict separation of powers since interference has also been noted;
- Design more specific
performance indicators to facilitate monitoring. Ministerial anti-corruption plans should include general and specific indicators to allow for more effective monitoring by government, civil society and the public;
- Enhance transparency and clarity of rules and procedures. Regulations and procedures for service providers should be as transparent as possible, in simple language for non-professionals, such as information brochures that inform stakeholders about the avenues of appeal and procedures for providing suggestions;
- Enhance public awareness and mobilise people to fight corruption; and
- Enhance public service reforms and rights of the public. The public service reforms should be accelerated and systems of accountability of public servants should be in place
